I would like to add that CC386 is not a DOS / Windows / Linux application.
CC386 is a 32-bit application, just like Visual Studio

Difference between CC386, CDB386 and CC401
CC386 is a 32-bit C compiler that comes packed with several handy options to help you write programming code. CDB386 is a modern 32-bit cross compiler from Microsoft that is capable of compiling C code for the Windows platform.
CC401 is a modern 32-bit C compiler from Microsoft that is capable of compiling C code for the Windows platform, but it is a compiler-only application and cannot be used to compile other code, like Visual Studio does.
Conclusion:
As far as I know, there are no other 32-bit cross-compilers like Visual Studio. CC386 is a very useful tool that helps you compile 32-bit applications for Windows. It is pretty up-to-date and has a good interface
